**ICore is the constitutional foundation for trustworthy intelligence: sovereign, portable, and governed by transparent code — not opaque vendors.**
"Universal" is earned, not claimed: portability (replaceable implementations, standards-anchored), sovereignty (no servers, offline-first), trustworthiness (governance by code, verifiable by anyone). "Future-proof" is rendered as durable: vendor-independent, standards-anchored, post-quantum-ready. Value = adoption, conformance growth, and contributed artifacts — commerce is optional, never a driver.

Optional, not drivers
- Compliance (e.g., EU AI Act GPAIS, ISO 42001, NIST AI RMF): optional confirmation, never a positioning driver. ICore's corpus covers most documentation duties as a byproduct — adopters get compliance as a side effect of solving their problem, not as a posture.
- Commerce: optional and opt-in (UIR §9). No core artifact requires commerce semantics; commerce-capable bindings are explicit, USE-gated, and removable without breaking conformance.
